The purpose of the paper is to highlight the importance of efficient use of public money, especially public procurement, by creating a permanent dialogue mechanism between authorities and civil society. To achieve this goal in research, the following working methods were used such as: documentary analysis, synthesis, comparison, induction, deduction. Efficient management of public money is one of the key priorities of any democratic government. As public entities spend a large part of their money to procure goods, services or works, a major interest in the management of public money is also in the way of public procurement. In this respect, overseeing the way public procurement is conducted and ensuring transparency in the award and execution of public procurement contracts is a priority. Encouraging an open dialogue between the authorities, the business environment and civil society becomes a necessity. The main conclusions of this paper highlight the importance of a transparent and efficient system of public procurement, as the money used to make public procurement is public money, and the role of civil society in this case is a decisive one - of the guardian, who on the one hand. it ensures greater transparency of public procurement, and on the other hand, it makes the contracting authorities, economic operators and other actors involved in this area responsible, in order to be more efficient, more integrated, more transparent and strictly guided by the legal provisions.
