The balanced transportation problem consists in the establishment of the optimal distribution plan of goods to the markets where they are demanded. The purpose of this article is to present a new model of decision-making, the "minimal regret", which brings a new approach to solving this class of problems, based on the principles described by Savage, when the manifestation of uncontrollable factors cannot be expected.
